SHARM EL-SHEIKH, Egypt, Sept. 4 -   Palestinian President Yasser Arafat and Israeli Prime Minister Ehud Barak signed an agreement in Egypt on Saturday that reactivates stalled Middle East peacemaking after weeks of bruising negotiations. Albright's arrival for the signing ceremony followed a dramatic development in the Mideast peace process: Syria notified Albright that it would hold peace talks with Israel if it could be assured of recovering the strategic Golan Heights.

       Foreign Minister Farouk al-Sharaa indicated Syria expects Israeli Prime Minister Ehud Barak to accept the conditions. He said Barak was in the mold of the late Prime Minister Yitzhak Rabin, who Syria claims had made a commitment to give back the lost land.

On Sunday Sept. 5, 1999, Israel will withdraw from 7 percent of the West Bank and release scores of Palestinian security prisoners.

       A week later, on Sept. 10, 1999, negotiators will launch long-overdue talks on a final peace accord. The new deal says that exactly a year later, on Sept. 10, 2000, the two sides must complete the accord, which will address complex issues such as Palestinian statehood, the status of Jerusalem, the fate of Palestinian refugees and the future of Jewish settlements.

 The first troop pullback is set for Sunday, or at most one or two days later if the Israelis need some extra time to prepare, said a Palestinian official who spoke on condition of anonymity.

       Two more withdrawals will take place Nov. 15,1999 and Jan. 20,1999. In all, Israel will transfer 11 percent of the West Bank, about 231 square miles, to the Palestinians between September and January. Israel has pledged to carry out one more withdrawal ahead of a final peace deal, and talks on how much land will be handed over will begin Sept. 10 and be concluded in four months.

 "Syria is with peace, and there will be no peace in the Middle East without Syria," the official Tishrin newspaper reported Saturday. "But Syria will not give up one iota of its soil to please Israeli leaders and their expansionist plans."

But The Lord will make a covenant (agreement ) with them which will not be broken.

Hosea 2:16 And it shall be at that day, saith the LORD, [that] thou shalt call me Ishi; and shalt call me no more Baali.

17 For I will take away the names of Baalim out of her mouth, and they shall no more be remembered by their name.

18 And in that day will I make a {covenant} for them with the beasts of the field, and with the fowls of heaven, and [with] the creeping things of the ground: and I will break the bow and the sword and the battle out of the earth, and will make them to lie down safely.
